Quantum Web 4.0 · ARKMETA position
The internet is about to
change again.
Three seismic shifts defined the web: print to search, desktop to mobile, keyword to AI. A fourth is building. ARKMETA was designed for what comes next.
OUR OUTLOOK · WEB 4.0
Agent-first architecture, built on approvals. This page is our forecast, not a fact sheet.
The four waves of the web
- 1994–98Web 1.0Print to search. Yahoo! (1994) and Google (1998) arrive. Being findable becomes survival.
- 2007Web 2.0Desktop to mobile and social. The iPhone ships; algorithms begin to choose winners.
- 2022–24Web 3.0AI and generative search: ChatGPT, Perplexity, Google's AI Overviews. Answers, not links.
- 2027 →Web 4.0Our forecast: agents act for businesses and customers; encryption and identity are reworked for a post-quantum world.
Where the evidence stands
Early, and uneven.
US businesses using AI, 2023
3.8%
Share of US businesses using AI to produce goods or services in the Census Bureau's survey in 2023.
US businesses using AI, 2026
17–20%
Share using AI in any business function, Dec 2025 to May 2026. The question was broadened in November 2025, so the two figures are not a like-for-like trend.
First post-quantum standards
Aug 2024
NIST published its first finalized post-quantum cryptography standards (FIPS 203, 204 and 205).
NIST, August 2024
Adoption is still early, and it skews toward larger firms: the Census reports that fewer than 20% of firms with four or fewer employees use AI.
Three waves, one pattern
Wave 1 · 1995–2005
The web
Amazon was founded in 1994 and opened its site in 1995. Businesses that built a web presence early built audiences that compounded.
Wave 2 · 2007–2018
Mobile and social
Instagram launched in 2010. Businesses that showed up on every screen early built reach their competitors had to buy later.
Wave 3 · 2022–now
AI agents
ChatGPT reached 100 million monthly users in about two months. Adoption by businesses is only beginning.
Each wave rewarded the businesses that acted while others were still deciding whether it mattered. That is a pattern, not a guarantee.
